They don’t have the up and coming offensive players. There's another piece that you haven't mentioned which is players wanting to come and play for the team. Perhaps it's their home town team or a team that has a great history. That has helped Boston with keeping things moving forward (latest example Taylor Hall). Can be free agents or trades where the player has specifically asked (or demanded) to be traded there. We know Eichel would love to go and play for the Bruins if he was free to do so as another example. This has helped the Bruins compensate for a extremely poor draft 2015 where they drafted Jakub Zboril, Jake Debrusk, and Zach Senyshyn over Matt Barzal, Kyle Connor, and Thomas Chabot. My point is that there is nothing unusual about the cyclical nature of success (up/down) for teams in this sport and other sports. You can't always be good because there is going to be an inevitable slide. My point is in comparison to Buffalo good organizations handle the down cycles more effectively.
