Christian Bale would make a good bond. Elba played Heimdall in Thor, and he captains the ship in Prometheus. I'm going to have to disagree with you on Bale. He was rumored to possibly be the next Bond and I like the idea. I would toss out Tom Hiddleston but I am sure he is an action guy. But it's kind of like saying Patrick Stewart had had minimal roles prior to playing Professor Xavier. They each were very well known stars prior to joining the big screen behemoths. Goldeneye, Casino Royale, and Skyfall have been the only good ones made since I was born (haven't seen the new one yet).
