If they don’t make a move there are only two defensible choices I can think of.

1) they protect and sign Ullmark 

2) they know they are getting a goalie in a trade that isn’t happening (for whatever reason) until after the ED.

Could we rent the spot for a pick/prospect and protect another teams GT? If ullmark or NA other hasn't signed its "free money" no?

 

ETA: I like that we are not hearing squat from KA or the Sabres at the moment. Means they are keeping g a lid on rumors and not jeopardising negotiations.

The only “opportunity” here is to pay a low price for a goalie already on a roster but whatever goalie it is would be one that team deems to be their backup. Let’s not overthink this. There are a ton of goalies who would be similarly judged that will be free as UFAs after the expansion draft (including Ullmark).

There aren't many teams that have:

1.) An expansion draft eligible goalie they are protecting;

2.) A 2nd expansion draft eligible goalie they wouldn't want to lose for nothing; and 

3.) A 3rd expansion draft eligible goalie that they can expose to Seattle, as is required, if they trade goalie #2.

The other factor is that those few teams who meet the above criteria, may well just prefer to lose the goalie to Seattle than to lose the skater that Seattle would take if goalie #2 is traded.

This is not as simple as some are making it out to be. 

The few teams that are in a situation where they may want to move a goalie, may be taking it down to the wire, similar to the regular trade deadline.

Unless I am misreading things, your angst is over him not protecting a goalie?  If the goalie is known to be chosen by Seattle, what is the angst about?

Let’s not place criticism where it isn’t warranted. This isn’t a must or a simple thing when there are likely as good or better goalies that will be available in free agency.

What advantage does the team gain by announcing early?

As I usually say in situations like this, think like Bill Belichick.  Would he spill the beans even a moment before the deadline?  Nope.
