The story was he was on a spying mission essentially to tell Terry what Botteril and the rest of the org was up to, was advising Terry about he he saw. Yes, Terry asked him as an employee to do it, but it was seriously weasel-ly. And lets not forget the lies to the fans about “extensive searches” and the taxes and palm trees line that other northeastern and Canadian teams don’t seem to be negatively impacted by.
