Its more about having ownership and management willing to do what it takes to compete and find great players. Vegas isn't great just because of their location, they are how they are because they were given a solid base to start from and are willing to bend the rules and spend to do what it takes to win. The Sabres do not have that, they won't work the rules to their advantage and do what it takes to get better. They would rather hope that they have hit on all their prospects and will just one day put it all together and be great

Not quite correct - The Bills could always compete financially because all 32 teams divide TV revenues equally which is the majority of the owners profits

Two things: The NFL is the most "socialist" of all the pro leagues. So even Buffalo is on an even footing with New York and LA. Buffalo gets players now because of Josh Allen, but there are still some players that won't play for Buffalo because of the reputation of the city.

The Sabres definitely hurt themselves, but a lot changed in the NHL since those days when the Sabres could sign big names. For a long time NHL players could only play in cold places, with LA being the exception. Since then teams have been added in very sexy locales, many of which are friendlier to high earners where you can play golf year round.
