I think it should be a penalty shot AND a powerplay, or a team should be allowed to choose between the two. You end up with one chance on a penalty shot where a powerplay gives you a two-minute advantage. The reason I think both is deserved is because a penalty shot awarded because it was a likely INTENTIONAL penalty, so you get your chance to score back and the player goes to the box.
