To figure out intent, though non-binding, it is helpful to read the conference report of legislation passed, especially appropriations bills because they actually list the line items of expenditures. Doing so helps to weed through the rhetoric to see what was actually done v what politicians say was done.

Im am fine with a relegation league also is a keeper league one of those deals with no wheeling and dealing... Not sure with all the injuries last year to wide recievers and QBs gotta think you will need to give defensive plays more credit then or season could be over for a couple of folks earlier.

After I get off work taking the wife and kids to the Staten Island Yankees AAA game at the end of the ferry ride by the Statue of Liberty. At the end they turn off lights have fireworks then get to watch the NYC fireworks and all the rivertown shows because of the view from the stadium right next to ferry terminal.
