As Xander said, his season needs to be done. I have no clue whether or not it is, but it seems a bit early for that. The only difference though is that he already has a contract, so he wouldn't have to sign one.

The Memorial Cup ended on May 23rd last year, so if Windsor's as stacked this year as they were last year, they should be playing until right around that point.

 

They are doing well but that team is not nearly as stacked as last year. There was some early season talk that Windsor might be interested in trading Kassian to a contender so they can re-tool. But Windsor stayed in the playoff race so it never happened.

Is the official rule that he is eligible to be signed (or brought up in this case since he is signed) to the Sabres after the OHL league regular season ends, OR when his team is officially done for the season counting the playoffs?

The team's playoff run needs to be over.

It's written to prevent Juniors teams from being poached of their players when they need them. So, if the team still has games (regular season or playoffs), then their players are protected.

I wonder if there are cases where an NHL team tries to get a JR team to trade their prospect player to another JR team that will not make the playoffs?

What would be in it for the JR team trading for him? Hope that he gets sent back down next year?

 

For whomever makes the trade - perhaps a position with an NHL club. Maybe the JR folks and the NHL folks are friends. Could be many possibilities.
