Ya, the league as you currently have it will be the "A" League (Winner's League) and the newcomers can make up the "B" League (Loser's League :p). I like a relegation system because it'll provide teams near the bottom (at least those of the A League) something to play for the entire season, even if they are out of A League playoffs contention (or whatever format you use). If you're looking to have two leagues, instead of waiting to fill up 12 spots again, how about we tone it down to eight teams.
