The primary blame goes to the parents. Where's your kid, what's he doing, who's he hanging out with? Don't display a gun in public that looks like a real gun, no confrontation. Those are some of the common sense steps that prevent ever interacting with the police. Stay in school, take education seriously, don't get pregnant before you can be responsible, and don't break the law are the simple life rules that will get people out of the cycle of poverty. Try protesting over the root causes than the protests over the end results.
