No regulation is an infringement, but from what I remember reading those two exceptions, criminals and mental incompetents, infringements serve an overiding public interest and those convicted no longer have right or competence of full citizens.

Oh I agree there needs to be a narrowing of scope of what the amendment allows, but that is the problem it can't be done by administrative or legislative fiat, bit only by amendment. Otherwise our joke of a healthcare insurance system would be regulated by feds not state legislatures, who are bought off by state incorporated but umbrella laiden insurance cos, to avoid the interstate commerce clause.
