You have to factor is what Bettman wants. It's pretty obvious to me there are only some team he craves to win: 1. If you can't get fans in the stands or in the verge of bankruptcy (NJ, Pittsburgh) 2. Traditional power at one time and needs help (Edmonton a few times) 3. Toronto and you won't budge at all even after changing lottery rules the year after McDavid and Eichel because Bettman was peeved he couldn't remove Buffalo from the equation.
