  14. There are already subsidies to bring high speed internet to rural areas, exactly like there are for airlines to offer service to rural airports. Essentially the FCC now gets to make rules about how the ISPs deliver their service, and the FCC will act as an initial arbitrator should consumers or content providers have a complaint that the ISPs are not acting fairly and by the FCCs rules.
  15. I think the severest regulations could have been avoided, but this is the political cost of running a monopoly with customer service levels in line with health insurers and airlines. They made their own bed.
