They can't have opened it yet. It hasn't been cold enough (you out-of-towners might be surprised to learn that it was a beautiful 64 degree day downtown)! It doesn't have to be winter weather to have an outdoor rink. Sure, it isn't anywhere near as efficient, but those cooling systems can handle much warmer weather.
