I think it's about controlling player-days vs. the revenue split. #8 counts against the players share as long as he is in the NHL. He is still in the NHL until he clears waivers. If they brought Porter up before Cody Cleared they would add one NHL player day. This would have an effect on the cap and the revenue split/escrow. Drawing a clear line avoids this situation.
