Actually, if you were reading correctly you would see that they say alcohol was NOT an issue. So it's OK to drive recklessly if you're sober? Drinking, using a cell phone or just showing off you car like a tool. If it causes you to kill someone with your car it' still murder. In PA for accident victims you normally get a warrant in order to obtain the BAC from the hospitals blood samples because the victim can't give consent. If Heatly were awake and able to give consent and have his BAC measured then the officer's should have gotten the results (although the DA's office would have been involved when a death occurrs). It said nothing about it not being a issue, only that he was not intoxicated. Are you saying it would have been OK that you killed someone because you were young? U.S. and Canadian jails are full of "young kids" who made mistakes. The only point I was replying to was the fact that one of the posters said he was drunk. Which was false. I never condoned anything and I never said it makes it less serious. So thank you very much.
