Sorry, I wasn't clear. They didn't change the rules. This was an error in the NHL 11 video game. Two-way always only applied to salary, it just also happens that a lot of guys on two way deals do not have the required age/games played to have to clear waivers.

The key being NHL team. As weave said, this roster contains no AHL filler. Every man of the 20 belongs in the NHL.
