Perhaps, the people getting the jobs are from minority groups though. He has only been applying for promotions the last few years, they may think he’s too old now. He’s got a good work history but has started making waves since being passed over.

This was definitely a thing 16 years ago when I was doing corporate sales fot AT&T. 

People who were horrible at sales, would get “promoted” to team leader/supervisory roles, but would be making half of what the top sales agents were making. And thusly, the sales staff had zero respect for the “promoted” person. Those people never lasted much longer, usually.
