Board formatting issues

Lately every time I try to quote a post it carpet bombs that quote with the following characters:  

 

If I leave them in, they appear in the quote as if they were typed in, so I've been going in and manually deleting them.The problem with this is then it removes the name of the poster I'm quoting. What gives? Is this some kind of html issue? Do I need to adjust my settings. I should note that this only happens when I post from a computer. I don't seem to have the issue when I read/post from my phone.

I'm on Internet Explorer 11 because Uncle Sam's IT Department doesn't trust me or anyone else I work with to download or use a better browser like Chrome or Firefox, so I'm guessing that must be it.

 

I have noticed that even when other posters quote posts that it doesn't seem to name who is being quoted anymore though, so maybe it's not just me and my antiquated browser.

 

Either way, thanks for looking at it.

Indeed it is. Unfortunately I don't have a choice at work because IT has disabled the ability to download any software or programs.

 

As a side note, I've removed the &nbsp from the quotes and it's showing me that I've quoted N S and the time stamp of your post, but once I hit Add Reply I believe it's going to remove that part and show that I quoted someone without saying who or when.
