More changes for the Pirates

Question: if a player with the ECHL signs a contract with Pirates does that mean that the Sabres own that player, contractually speaking? If one of these guys surprises everyone and starts playing great, can the Sabres call him up or would they have to sign him themselves first? I know that the chances are slim, at best, but I am just curious.

In theory, the Sabres are signing and paying the players and not Portland because they don't have a hockey operations dept.

The hockey side of things in Portland are run by employees of the Sabres and not the Pirates, but if a player signs a PTO they can only play in Portland until they sign a two-way contract.
