My take is/was that this statement was true when it was first made and oft repeated by the President. It probably was true until the final, tough negotiations were made. I further suggest that the changes were negotiated away without it even being necessarily understood by the President's team. In other words, it wasn't an intentional lie, but became an unhappy reality for the President when the dust of the legislation settled. How many times have bills been passed that contain unintended consequences? My take is this is what happened here. The President denied it because they themselves didn't realize it. There is no way in my mind this was deliberate but rather a product of the sausage making.
