    Your link was to a timeline. I read the the timeline from earliest to latest. I'm quirky. The end, i.e. The latest post seems to indicate the premier was at fault. The rest of your post is extrapolation. You obviously have a more vested interest in this story and perhaps have read numerous sources. But the link doesn't support that position. Or at the least it is open to interpretation

Harris says it wasn't the intention of the government to "take a hard line" in dealing with the native So a later witness testifies that it was Harris and Not Hodson. Again, the Solicitor ruled on the culpability of the entire matter not a particular statement but it appears the later blurb rebuts your original point.

    I did not read that anywhere in the linked article. There was a snippet where Hodson denies hearing and saying it Former Ontario cabinet minister Chris Hodgson says he did not hear Mike Harris say "I want the f---ing Indians out of the park," and denies having said it himself. "I've read that quote extensively in the news media. It is embarrassing. I can assure you I did not say anything to that effect," he tells the inquiry.
