If Panarin's line didn't just play a shift, that mean's it has a 33% chance of going on. If Sobotka's line can't go on to avoid that chance, and we can't double shift, we have two lines we can use. What's Housley supposed to do here? Who's to say there isn't some other matchup he's trying to avoid
