They submit their deal to the league and THEN the league reviews it to see that it conforms to all the conditions guiding trades. (NTC/NMCs honored or waived, cap compliance, verify both sides agree to what the deal actually was, retention, does the retention qualify in this case, etc.) But that deal has to be in the queue by 2:59:59. If the GM takes to long to make the deal and doesn't get it to the league office by 2:59:59, that's on them not the league nor the system. The league taking time to do its due dilligence before approving a trade is why the reports of trades trickle in until around 5PM. It isn't because GMs submitted their trade info at 4PM. And the league doesn't sit on announcing an approved deal just to do so. Quote

Even if a deal could be sent in .01 microseconds, if it arrives after the deadline, it's a no go. There has to be a limit. One might better argue that GMs who really want to make a trade won't wait until the last possible moment to do so. 1 Quote
