In the 17 team league, the Norris had 5, everyone else 4. Post-merger, the Norris had 6. Everyone else 5. Gives us 21. So, you went from 16 teams with 8 making the playoffs, to 18 teams with 12 making the playoffs, to 17 with 12 making the playoffs, to 21 with 16 making the playoffs, eventually up to 32 teams with 16 making the playoffs.
