WNY’er, Andrew Poturalski, who has been toiling in the AHL for 6 years, gets a chance because of Covid, and picked up points in the last two Canes games.

No.  Following the protocol, but no league-wide shutdown.  The Canadian teams are effectively shut down because they've canceled cross-border games and every game with a Canadian team was with a US team through Christmas.  Teams that *can* play will continue to do so.
