The Blue Jays were stuck here because Pennsylvania and Maryland wouldn't take them and all of MLB was not allowing fans anyway.

The Raptors would be more likely to go to a city in a state that is allowing limited in-person attendance.  Pittsburgh comes to mind.

I agree with you that the Blue Jays ended up in Buffalo as a last resort location. But the point is that it worked out well for the organization. 

With respect to allowing attendance in basketball I'm not sure that those approvals can be assumed at this point because the infection rate numbers are still rising for most locations. 

And it should be noted that revenue from the limited attendance is not the central focus. The focus is on having games and clawing some money back from the more lucrative TV contracts

Buffalo is a perfect hub. There's 2 NHL rinks to help the ice surface. There's 2 hotels right there plus 3 more a short tram ride away. There's the practice rink. The Sabres redid a bunch of the arena facilities only a few years ago. There's Seneca One that's being renovated if teams need office space. The only question is will NY allow it, will they allow any fans

Looks like the Raptors players nixed Louisville as a temporary home.

Speaking of Hubs, Buffalo might need the home ice advantage.

According an article in the Athletic this morning, the projected new divisions give Buffalo the 2nd toughest schedule in the league. Only New Jersey's would be tougher.

Our division opponents (Boston, Pit, Philly, the Caps and the three metro NY teams) have a combined .522 winning percentage

Toronto in the all-canadian division plays teams that are a collective .475.
