Exactly, whereas the hit on Eichel it wasn't the principal point, although the check carried up into the head. That's why Zadorov didn't get the hit to the head call. But whichever ref saw it had an angle seeing Soderberg's head jolted. From a certain point of view, it's gotta be a penalty. Soderberg's gotta go harder after the puck though.
